Pay a Parking Ticket (MVA Code 2625)

Online: To pay a parking ticket online, please have your ticket number on hand. We accept credit and debit cards from Visa, MasterCard, American Express or Discover/Novus. Click here to pay online.

In Person: Pay your parking ticket at City Hall. For in-person payments, we accept cash, check, money order or credit or debit cards from Visa, MasterCard, American Express or Discover/Novus. 

By Mail: Include your ticket number on your check or money order. Do not mail cash. To pay with a credit card by mail, please return the entire original ticket and complete the credit card payment section on the back.

By Phone: To pay over the phone with a debit or credit card, call 240.487.3509 during business hours with your ticket number.

How to Appeal or Contest a Parking Ticket

Individuals who receive a parking citation from the City of College Park may contest the ticket by either requesting to stand trial in the District Court of Maryland or by requesting a review of their citation through the City's Parking Violation Review Process.

All requests for trial in the District Court of Maryland, or review through the City's Parking Violation Review Process must be submitted within 14 calendar days from the issue date of the ticket. Failure to submit your ticket within the allotted time frame automatically waives your right to contest the citation.

To request a trial in the District Court of Maryland in Hyattsville, you must contact the City's Parking Enforcement.

Mail: Print out and mail back the Parking Violation Form using the address on the form. Please be sure to attach of photocopy of your vehicle registration.

In-Person: Bring the printed Parking Violation Form or fill it out at City Hall during business hours. Please make sure to bring a photocopy of your vehicle registration.

How to Remove a Boot from your Car

If your vehicle has been booted due to unpaid parking tickets, payment of the outstanding tickets as well as a boot fee of $100.00 must be made in cash or by credit card to the City of College Park.  Please call or come in-person to City Hall during business hours to make payment.

If a vehicle has been towed, in addition to satisfying the City’s unpaid parking tickets, the towing company assesses an impound fee not to exceed $210.00 and the storage costs are $50.00 per day after the first calendar day of impoundment. If the vehicle is claimed on the same calendar day as the day of impoundment, then no storage fees are assessed; payment of impound and storage fees must be made in cash or credit card.

Boot fee, MVA release and returned checks must be paid by cash, money order or credit card only. 

You must pay the fine within 14 days of getting your ticket to avoid any additional penalty. 

If you appeal your ticket and is either denied or reduced, you must pay your parking ticket within time frame specified by the violation review official. If you can’t remember your ticket number, please call Parking Enforcement at 240.487.3520.

Please note that online payments for automated speed enforcement citations require both a citation number and pin number. 

If you've lost your citation, call the City of College Park’s processing vendor at (866) 979-4824 to request a duplicate or to obtain the citation number and payment information. 

If you wish to contest the violation, you may request a hearing in the District Court of Maryland by returning the completed form, at the bottom of the citation, at least five (5) days prior to the Date Due shown on the front of the notice. If you appear in Court, the maximum amount you can be charged is a $40 fine plus court costs. You will be notified by mail of the court date. If you do not receive a notice within 30 days, please call the City of College Park processing vendor at (866) 979-4824. You may also request an administrative review by emailing an explanation to publicservices@collegeparkmd.gov; the subject line should read “Request Review ASE CP########” (insert citation number).

New Neighbors Homeownership Grant Program
College Park City-University Partnership Home Ownership Program

NEW GUIDELINES APPROVED MARCH 2022

The City of College Park New Neighbors Homeownership Grant Program is designed to increase the number of owner-occupied homes in the community. On a first-come, first-served basis, eligible buyers or buyers of eligible homes may receive a grant of either $5,000 or $10,000 in down payment or closing cost assistance. Funds are provided at settlement and grant funds may be combined with other federal, state, and local homeownership assistance programs. Applicants must agree to live in the property as their primary residence for a minimum of 5 years.

An eligible buyer may purchase ANY single-family home, townhouse or condominium in the City of College Park and receive a $5,000 grant. An eligible buyer is someone who meets ONE of the following qualifications:
  • Is a current resident of the City.
  • Works full-time for an employer located in the City.
  • Is a full-time police officer with Prince George’s County, M-NCPPC, WMATA, the State of Maryland, the University of Maryland College Park or another police department with jurisdiction in the City.
  • Is a full-time career firefighter or emergency medical technician.
  • Is a bonafide member of a County Volunteer Fire Department who can provide certification from their Department.
  • Is a full-time graduate student at the University of Maryland College Park.

ANY buyer (including eligible buyers as described above) may purchase one of the following eligible properties and receive a $10,000 grant:

  • A property that has been a non-owner-occupied rental property for at least the previous two years.
  • A property that has been an owner-occupied property rented to more than two (2) other persons for at least the previous two years.
  • A property that has been newly constructed, is in foreclosure or is a short sale.
  • A property that is located in a neighborhood that has fifty percent (50%) or more rental properties as determined by the City.

The College Park City-University Partnership (CPCUP) Home Ownership Program is part of an effort to increase the number of University of Maryland and City employees living in the City of College Park. Through this program, employees of either the University of Maryland College Park or the City of College Park can receive $15,000 in down payment or closing cost assistance for a home purchased anywhere in College Park.

  1. Community Services Grants

The Community Service Grants provide partial funding for community-based programs and projects within the City of College Park. The City of College Park believes that supporting community activities enhances the community as a whole. The City will provide grants for programs and activities that promote enhanced community opportunities for its residents. Community Services Grants are only awarded to organizations, not to individuals.

The City of College Park believes that supporting neighborhood activities enhances the community as a whole. The City established a Community Events Micro Grant Program that provides reimbursement of eligible expenses to residents or groups who wish to hold community events such as block parties, picnics, etc. These events must be open to communities within the corporate boundaries of the City of College Park and promote enhanced community engagement. The maximum Community Events Micro Grant Program award per organization is $500.00.

Apply for a Residential Parking Permit (homeowners)

Mail: Call Parking Enforcement first for eligibility. 
Print out and mail back the Residential Permit Parking Form using the address on the form.  

In-Person: Bring the printed Residential Permit Parking Form or fill it out at City Hall during business hours.

All non-Maryland residents with Out-of-State tags must fill out and provide the MVA Non-Resident Permit when applying for parking permits.

Apply for a Residential Parking Permit (tenants)

Tenants of rental properties in permit-restricted areas may apply online or in-person. Photo ID and a signed copy of your current lease agreement must be submitted with the application to verify residency.

Apply for a Pre-Paid Monthly Downtown Parking Permit

Most monthly pre-paid parking permits are for residents or employees in need of parking who have no off-street parking available.  These permits are sold to eligible applicants on a monthly first-come first-served basis.

You must apply in-person.  Monthly Pre-Paid Parking Permits are non-refundable and non-transferable because they are vehicle tag or license plate specific. Sales of these permits begin Monday of the last full week of the previous month. Quantities are limited. Permit costs are not prorated based on date of purchase. Make sure to display your permit properly – failure to do so may result in a citation.

The residence you apply for must be your principal address in order to get a free residential parking permit. Recently purchased your home? Bring a copy of your HUD-1 just in case. 

Depending on the zone, permits are valid for either the calendar year (January 1 through December 31) or fiscal year (July 1 through June 30). 

Residents who only reside in the City for part of the year may receive a part-year permit depending on the terms of your lease agreement. 

The number of resident permits per household are limited and vary from zone to zone.  

Make sure to follow the display instructions on your individual permit (hanging or sticker). Improperly displaying or failing to display the permit may result in the issuance of a citation.

For any construction, including to build fences or driveways, a permit is required. Contact the City’s Department of Planning, Community & Economic Development for any questions or further information. The City's Advisory Planning Commission and the City's Department of Planning and Community Development reviews all variance and departure applications for City residences. Once you have completed your construction or renovation project and wish to lease the property as rental you are required to complete the application process detailed at www.collegeparkmd.gov/permitapps

Effective July 1st, the City will also begin use of a new product that will allow our property owners, business owners, and contractors to initiate the City's required occupancy permit and building permit process online. Users can search available permit applications, and apply for new permits as needed.

FAQ

Do I need a permit to erect a fence?
Yes, a City Building permit is required for the construction, replacement or reconstruction on residential property of all fences, even if the County does not require it.

Do I need a permit for a driveway?
Yes, if you want to resurface, expand or create a driveway, you need a permit.

What is a variance?
A variance is a request for permission to deviate from the guidelines of the Prince George's County Zoning Ordinance. These guidelines regulate lot size, lot width, building height, building setbacks from property lines, and the percentage of property covered with parking and structures.

What is a fence variance?
A request to deviate from the City or County fence ordinances, in terms of height, materials and location.

Do I need a permit to build/repair/replace something in my home?
In most cases you will need a permit. Prior to the construction of any project, contact the City’s Department of Planning, Community & Economic Development for next steps.

  1. Animal Licenses

Animal Licenses

Every dog, cat, or ferret more than four months of age is required by law to be annually licensed by Prince George’s County.  This law applies to any pets residing within the County for more than 30 days, regardless if the animal is licensed in another county or state.  Licensed animals must wear the license tag on the collar at all times.

Licenses are $10 for spayed/neutered pets and $25 for intact pets. Two free licenses for spayed/neutered pets are available for senior citizens (65 and older). Licenses are available for 1, 2, or 3 year periods.

Street Closing Permits

City residents wishing to use a City street for a special event (e.g., block party, neighborhood yard sale, soapbox derby, etc.) need to file this application no less than 15 days before and no more than 60 days before the proposed event.  

The application form needs to include the signatures of at least 80% of the residents living on the street to be closed.

For all business permits, including rental, building or construction permits, liquor licenses, variances, departures, use and occupancy permits or signage permits, please see the City’s Guide to Businesses in the City.  You will need permits from both the City and Prince George’s County.

To reserve Duvall Field or the Calvert Hills Field, please fill out and submit this application to publicservices@collegeparkmd.gov. You will need to have read the City's Recreation Facilities Rules & Regulations in order to reserve.

  1. Property Taxes

Personal Property Tax

City personal property tax is assessed annually, based on assessments provided by the State Department of Assessments & Taxation (“SDAT”). Furniture, furnishings, machinery, equipment and inventory are valued as of January 1 on an annual report and personal property tax return filed with SDAT; assessment and billing takes place during the following fiscal year. The City bills and collects its own personal property taxes. The personal property tax rate is set annually by Mayor & Council as part of the adopted budget for the succeeding fiscal year; the current personal property tax rate is 83.80 cents per $100 of assessed valuation. SDAT bases its assessment on the depreciated value of the equipment, reduced approximately 10% annually to a 35% of value limit.

Real Property Tax

All real property in the State of Maryland is assessed by the State Department of Assessments & Taxation (“SDAT”) on a triennial basis. Since October 1, 2000, the taxable assessment is 100% of full value. There are 2 assessment districts in the City, which are on different cycles of the triennial assessment. The City’s real property tax rate is set annually by Mayor & Council as part of the adopted budget for the succeeding fiscal year. The real property tax rate for FY2022 is 31.31 cents per $100 of assessed valuation.

Prince George’s County collects all real property taxes for the City of College Park as part of the County’s consolidated tax bill, issued annually on July 1. For property owners within the corporate limits of the City, tax relief is provided in the form of a “tax differential”. This is a reduction in the County tax rate for services provided by the City, which are not required to be provided by Prince George’s County. In addition, owner-occupied properties receive the benefit of the “homestead tax credit” which limits assessment increases each year to specified percentages (City 4%, County 0%, State 10%).

  1. Petition Requests

Traffic Calming devices are regulated by City Code Chapter 184 Article VI(Vehicles and Traffic/Traffic Calming Devices) and may be initiated either by resident petition (petition in Spanish) or by the City Council. The same procedures that apply to request Traffic Calming devices also apply for removal of existing devices. The City Clerk’s office is responsible for receiving and validating petitions for traffic calming devices. Once a petition is validated, it will be sent to the City Engineer for evaluation. When the City Engineer’s report is complete, a public hearing on the request will be scheduled. All residents of the affected area, and the neighborhood citizens association, will be notified and have an opportunity to comment. After the public hearing, the City Council may approve, approve with modification, or deny the request. The City Clerk will give notice of the outcome.
