Parking Ticket Payments

Parking tickets may be paid by cash, check, money order or credit card (VISA, MasterCard, American Express, Discover/Novus). Boot fee, MVA release and returned checks must be paid by cash, money order or credit card only (no checks accepted).

For payments by check or money order, please indicate the ticket number on your payment.  Do not mail cash.  Finance Department hours are Monday-Friday, 8:00 am - 5:00 pm, except City holidays; telephone 240-487-3509.  Payment may also be made at the Parking Enforcement Division (at the same address), Monday-Friday, 5:00 pm-6:00 pm, and Saturday, 1:00 pm - 5:00 pm; telephone 240-487-3520.  We accept postmark date for purposes of determining timeliness of ticket payment.  A drop box is located to the left of the entrance to City Hall for depositing after-hours payments.

If a vehicle has been booted due to unpaid parking tickets, payment of outstanding tickets and a boot fee of $35.00 must be made in cash or by credit card to the City of College Park.  If a vehicle has been towed, in addition to satisfying the City’s unpaid parking tickets, the towing company assesses an impound fee not to exceed $175.00 and the storage costs are $50.00 per day after the first calendar day of impoundment. If the vehicle is claimed on the same calendar day as the day of impoundment, then no storage fees are assessed; payment of impound and storage fees must be made in cash or credit card.

Contesting Parking Tickets

Individuals who receive a parking citation from the City of College Park may contest the ticket by either requesting to stand trial in the District Court of Maryland or by requesting a review of their citation through the City's Parking Violation Review Process. All requests for trial in the District Court of Maryland, or review through the City's Parking Violation Review Process MUST be submitted within fourteen (14) calendar days from the issue date of the ticket. The City will honor the postmark date on such requests when they are sent by mail. Failure to submit ANY ticket within the allotted timeframe automatically waives the defendant's right to contest the citation.

Parking Permits

The City of College Park offers a variety of parking permits, from residential parking permits and visitor passes to MD MVA Non-resident permits for out-of-state vehicles, and monthly pre-paid permits for the public parking garage, some area parking meters and lots, and the St. Andrew’s Church lot. Eligibility requirements apply.

What is Residential Permit Parking?

The City of College Park, like many other cities, has a parking space shortage in some of its residential areas.  This shortage is caused, in part, by demands for parking space by resident students attending the University of Maryland, as well as commuters on Metro and MARC trains.  To help alleviate this problem, the City of College Park established a Residential Permit Parking Program.  Residential permit parking is appropriate in those areas in which residents have difficulty parking near their own residences caused by commuter and student vehicles, and off-street parking is not adequate. Who can obtain Residential Parking Permits?

A residential parking permit is required for any vehicle parked within a permit-restricted area during the posted hours of enforcement.  Individuals residing within a permit-restricted area MUST provide proof of residency in order to purchase a residential parking permit. For homeowners, a copy of the HUD-1 may be required if you recently purchased the home. Otherwise, the State property tax online database will be checked to verify proof of residency. It must be your principal residence to qualify. Homeowners may apply in person or through the mail. Tenants of rental properties within a permit-restricted area must apply in person with photo ID and a signed copy of their lease agreement in order to verify residency.  The cost of an initial and/or replacement permit is $10.00 and will be valid for the calendar year (Jan. 1 to Dec. 31) or the fiscal year (July 1 to June 30) depending on the zone. Part-year residents may receive a part-year permit depending upon the terms of their lease agreements. The number of resident permits per household are limited and vary from zone to zone. Please note: Students residing on campus, such as the South Campus Commons or other on-campus housing are not eligible for a residential parking permit from the City of College Park. Also note: the Landmark is not located within Residential Parking Permit Zone 6 and are therefore not eligible for a residential parking permit. 

Any person not eligible for a residential zone parking permit from the City of College Park may purchase a monthly permit in the Municipal Garage or Calvert Road Lot.  See the "Monthly Pre-paid Parking Permits" section below.

Resident Parking Permit Instructions

For most residential permit zones, the permit is a hang-style permit. It should be hung from the rear view mirror facing outward, but may be placed face-up on the driver’s side dashboard so that the entire permit is visible from outside of the vehicle.  Zone 6 parking permits are sticker-style permits. They must be affixed to the inside of the vehicle's rear windshield on the driver's side, approximately 3-inches up from the bottom of the glass. If the vehicle is a convertible or has dark tint on the rear windshield, the permit must be affixed to the inside of the front windshield on the driverside, approximately 3 inches up from the bottom of the glass. Improperly displaying or failing to display the permit may result in the issuance of a citation.

Visitor Permits for all Permit Zones, other than zone 6

For residential permit-restricted areas within the City, other than zone 6, only 2 reusable visitor permits are issued to each household. (4 reusable visitor permits for zone 4 around Duval Field and for Roanoke Place.) They are to be used only by visitors to your residence. Visitor permits allow parking only within 200 feet in any direction of the property identified on the permit. [Added 9-9-2014 by Ord. No. 14-O-08]  To obtain visitor permits, you must submit an application and show proof of residency at an address within a residential permit-restricted area, unless such proof of residency was already established in order to obtain a resident parking permit.  There is a $1.00 fee for each visitor permit.

Please note that residents found using visitor permits in lieu of the hang-style resident permit may receive a citation for violation of the posted restrictions and may have their permit priveleges revoked. Altering or using photocopied permts may also result in fines up to $135.00 per instance, and the loss of permit priveleges. Visitor permits are not valid at any metered parking, on Metro property, on campus, or in any zone other than the zone indicated on the front of the permit. Visitor permits do exempt the vehicles in which they are displayed from any 2 or 3-hour parking limit that may be posted within the zone in which the permit is intended.

Visitor Permits and Instructions for Permit Zone 6  

Visitor permits for use within this permit-restricted area are valid for one calendar day only, and are not reusable. The cost of a visitor permit for residential permit parking zone 6 is $1.00 per permit per day.

Zone 6 visitor permits should be hung from the rear view mirror facing outward, or placed face-up on the driver's side dashboard of the vehicle so that it is completely visible from outside of the vehicle. They should be dated with one date only, marked in ink only. Visitor permits that are not dated, are dated in anything other than ink, or are dated more than once will result in the issuance of one or more parking citations with fines up to $135.00 per instance. Visitor permits of any kind are not valid at City parking meters, the College Park Metro station, or on the University of Maryland campus.

Maryland Non-Resident Permits

Maryland state law prohibits out-of-state vehicles from remaining in Maryland for a period of more than 60 days without obtaining an MVA-issued Non-Resident Permit or registering the vehicle (transfer tags and title) in Maryland.  Non-resident permits cost $27.00 and may be purchased at College Park City Hall or at any Motor Vehicle Administration location.  (A $4.00 surcharge is assessed by the City of College Park for this permit, in addition to the $27.00 fee).  Non-resident permits are valid until the expiration of your current state's registration, or for a maximum period of one (1) year from the date of issuance.

Non-Resident permits are available only to persons attending a college or university in Maryland or an adjoining state (VA, DC, DE, WV, PA), visiting for a period of six (6) months or less, residing in the state while on temporary work assignment or internship, residing in the state for medical treatment, or are in the military. However, active-duty military personnel living in College Park are exempted from enforcement by the City, provided the servicemember's duty station is in Maryland, DC or VA and can provide orders that confirm such. Civilian spouses and family of military servicemembers are not exempted. 

The non-resident permit allows you to keep the vehicle in the state of Maryland without transferring the title and registratioin from your state to Maryland. It is not a parking permit. However, in order to obtain a parking permit from the City of College Park, you must obtain the Non-Resident Permit (Active-duty military excluded).  To purchase a non-resident permit, the vehicle owner/operator must complete an application* and provide a valid driver’s license, current copy of the out-of-state vehicle registration, current copy of vehicle insurance policy or certificate, student ID, or a letter from their employer verifying temporary work assignment. Non-Resident Permit Instructions

Non-resident permits must be affixed to the inside of the vehicle’s front windshield, in the lower right corner on the passenger side.  Failure to properly place sticker could result in the issuance of a citation.

MONTHLY PRE-PAID PARKING PERMITS

Prepaid parking permits, as indicated bellow, are sold at College Park City Hall to those in need of parking who have no off-street parking available, and must rely on parking at City meters, or on City property owned or under license agreement to the City as their only alternative.  These permits are sold to eligible applicants on a monthly first-come first-served basis, are non-refundable, and vary in cost according to the type of permit purchased. All City issued permits are tag-specific, meaning that the permit is valid only in the vehicle with the license plate number of your vehicle. They are non-transferable, and quantities are limited. The sale of the next month's permit will begin on the Monday of the last full week of each month. The monthly permits listed below do not reserve a parking space for the permit holder, and do not guarantee round-the-clock parking availability. These permits also have no grace-period before the first day, or after the last day of the month indicated on the permit.

Monthly Pre-Paid Garage Permits -

These permits are available to the general public, and are only valid for use in space numbers 800 through 990 in the City's municipal parking garage, located at the intersection of Knox Road and Yale Avenue (above Ledo's Restaurant). 
The cost of these permits are $125.00 per month, and will be valid for the specified month printed on the permit only. These permits are not prorated based on the date of purchase, are non-refundable, and are sold on a first-come-first-serve basis. Quantity Limitations Apply. PLEASE NOTE: This permit is not for a reserved parking space and does not guarantee parking availability. See the Frequently Asked Questions link below for more information.


 Monthly Pre-Paid Church Permits -

These permits are available only to employees of downtown area businesses, and are valid at any space in the St. Andrew’s Church parking lot (other than Handicap spaces or those spaces marked for church visitor use only), which is located off of the 7500 block of Yale Avenue, across from Landmark. The cost of these permits are $40.00 per month and is valid only for the month specified on the permit. These permits are not prorated based on the date of purchase and are non-refundable. Quantity limitations apply.

Monthly Pre-Paid Calvert Road Lot Permits
(Located at the former Friends School) -

These permits are available to the general public and are valid only in the parking lot of the former Friends School, located at 4601 Calvert Road, near the intersection with Princeton Avenue. The cost of these permits are $40.00 per month and is valid only for the month specified on the permit. It is also valid only in the vehicle displaying the license plate number indicated on the permit. These permits are not prorated based on the date of purchase and are non-refundable. Quantity limitations apply.
 

      Hartwick Road Monthly Pre-Paid Parking Meter Permits -

These permits are available only to bonafide residents of the College Park Towers apartments at 4330 Hartwick Road and 4313 Knox Road. Proof of residency in the Towers is required at the time of permit application. The only accepted proof of residency is a current, signed lease agreement between the tenant and landlord. The cost of these permits are $60.00 per month, are not prorated based on the date of purchase, and are non-refundable.

Furthermore, these permits are valid for use ONLY at the single space parking meters on the 4300 and 4400 blocks of Hartwick Road, and are not valid for use on the pay station spaces that are adjacent to Terrapin Row. Quantity limitations apply. Residents of South Campus Commons and Terrapin Row are not eligible for this permit.

       Knox Road Monthly Pre-Paid Parking Permits -

These permits are available only to bonafide residents of the College Park Towers apartments at 4313 Knox Road and 4330 Hartwick Road. Proof of residency in the Towers is required at the time of permit application. The only accepted proof of residency is a current, signed lease agreement between the tenant and the landlord. The cost of these permits are $60.00 per month, are not prorated based on the date of purchase, and are non-refundable.

These permits are valid in any one of the 'RESERVED' parking spaces on Knox Road in front of the Towers that are marked with signs indicating MONTHLY PERMIT PARKING only. Quantity limitations apply. Residents of South Campus Commons and Terrapin Row are not eligible for this permit. Please Note: This monthly permit parking area is a designated "Tow-Away Zone". Any vehicle found parked in this area while not displaying a valid permit for the current month may be issued a citation and towed at the vehicle owner's expense. 

 Zone 11/11A Monthly Pre-Paid Parking Permits -

These permits are available only to bonafide residents of Terrapin Row, Graduate Gardens, the Kane Properties, and the remaining Knox Box apartments that are not owned by the University of Maryland. Proof of residency at one of the aforementioned locations is required at the time of permit application. The only accepted proof of residency is a current, signed lease agreement between the tenant and landlord. The cost of these permits are $60.00 per month, are not prorated based on the date of purchase, and are non-refundable.

Furthermore, these permits are valid for use ONLY in the designated area where the zone 11 or 11A permit signs are located, and are not valid for use on the pay station spaces that are adjacent to Terrapin Row at any time. Quantity limitations apply. Residents of the South Campus Commons and College Park Towers are not eligible for this permit.

Special Event Parking Permits

Temporary permits are available for special events such as large family gatherings or reunions, parties, funerals and wakes, or other special occasions. The Parking Enforcement Division will issue temporary one-day permits for events hosted by bonafide residents in permit restricted areas wherein the residents have only two or four reusable visitor permits per household. A minimum of 24-hours advance notice is required for issuance of these permits. Call 240-487-3520 between 8am and 6pm Monday to Friday for more details. Residents of Permit Zone 6 have one-day only visitor permits available year-round and do not need to provide advance notice of events to obtain one-day permits.
